Jared, you ask why Dorothy's house is in such good shape after the tornado hit, but I think an even better question is why she even still has a house. I don't really even have to ask that, though, since the obvious answer to why her house isn't back in Oz is because in the MGM movie, the trip to Oz was all in Dorothy's head, and this animated feature was created to be an unofficial sequel to that film. However, in this movie, there's no solid indication that Dorothy's second adventure in Oz was a dream, so I feel like the filmmakers didn't really think things through.

Sam mentions that the little girl in Kansas looks like Dorothy and wonders if that was deliberate. The explanation for that is most likely budgetary; my guess would be that they probably used the same model for the little girl as they did Dorothy. I don't know a lot about computer animation, but I do know that it's a lot more work to create characters from scratch than it is in traditional hand drawn animation. So, in The Incredibles, for instance, all the background people are actually the same model, squashed and stretched into different forms.

"Legends of Oz: Dorothy's Return" was not a great movie, but I did find it to be surprisingly watchable.
